strut-type channel raceways

Good Morning
Can someone tell me why 384.22 specifies using the outside diameter of a conductor to determine strut fill? Also, T384.22 is titled "Channel Size and Inside Diameter Area."
As I read the code, inside diameter has nothing to do with calculating conductor fill.

Maybe it is a mistake and is referring to the cross sectional area of the inside of the strut and not the ID?

My guess would be someone copied this from a section having to do with conduit and forgot to change the terminology.

Aren't all wire fill tables based on the outside diameter dimensions of the conductors? Why should this be any different for strut type channel raceways?

OD of wire/cable and ID of raceway.
