Hey goes over in Al they used to stub a 1in pvc schd 80 out of the interior panel into the cieling as a chase for possible additions in the future. Reading a recent post this would seem to be a violation of 312.5. Has this code always existed? Thanks

are you talking about exception b ?
 
The exception to securing cables to cabinets that we see in 312.5(C) was added to the code in the 1999 edition. It was located in 373-5(c) in the 99 code.

Prior to the exception, the rule was each cable was to be secured to the cabinet.

A box would be required on the end of the PVC with clamps on each cable entering.
I belive the NM would have to be spliced to THHW in the j-box.

For future use:
we used to run the peice of PVC from the cellar, or crawl space, to the attic (in the wall) without connecting either end to anything. We would just put caps on the ends to satisfy the fire blocking.
