stupid question on grounding

Last week I failed an inspection for a service upgrade because I left the old water ground on the water pipe close to the water meter. I did however remove it at the new panel.
Im not saying that I shouldnt have removed it from the water pipe. But theoretically what is wrong with leaving the old wire on the pipe and new panel? Arent two wires better than one in this case, if they are of the same length? and if they are both copper

One might argue against using the old wire in parallel with the new if it was smaller, due to difference in current dividing, but if it's not connected in the new panel, I would think it's none of his concern.

As always, ask him for the NEC section he's citing.

IMO this is not a violation. There have been times during service upgrades where the old clamp was so corroded that it couldn't be removed without possibly damaging the water pipe so we would just leave it in place.

As Larry said ask for the code reference as to what you've violated.
