It looks like paint on the LB. The cable to the box is MC and the cable to the sign is an extention cord with pvc pipe over it where the traffic pulls in.

I couldn't make out the MC... I thought it was something else plugged in.

PVC to protect a cord from vehicle traffic? That's rich!

That first tie wrap is more than 12" from the bell box?

we have to give credit where due. There are mc straps within the 12" of the box.Hard to see because of camera phone
