Im located in Texas. is it common for electrical contractors to sub out electrical work to regular licensed electricians not contractors, i heard its done more in residential. wondering it anyone else has done this or heard of such a thing

I can honestly say I've never heard such a thing. Actually I'm not sure what "it" means. If some one subs then they are contracting.
tax and liability avoidance
use individuals as a 'contractor' rather than an employee
give them a 1099 for tax filing
IRS may frown on this if they do this with the same guys year after year for a large percentage of the year
if a guy gets a 1099 and it's all his income that raises flags
