Sub fed panels

I recall somewhere in the code it says a power panel enclosure cannot be used as a raceway for feeders to another panel. Can someone help me locate?

You were misinformed.

You can use the cabinet a panelboard is in as a raceway.

See 312.8 and be sure to read the entire section.

And from what I've read here on this forum about it is very hard to fill a cross sectional area to 40%.
