sub feed or not

I have a meter base with a 100 amp breaker feedthrough on outside of house . inside i have a 100 panel with main lugs . is this a subfeed
 
Since the service disconnect is outside the conductors between it and the panel are feeders so it is therefore a "sub-panel".

Three or four conductors? Should be four, grounds and neutrals separate, no bonding jumper in sub-panel.
