can anyone tell me the different. I believe option 2 seems have some problems. The main service switch without current transformer feeding the distribution panel. Do we need separate current transformer for each meters because those panels are over 400 amp.

The metering system is subject to the utility's requirements. In my experience they will often want the metering hot sequenced if there are 6 or less disconnects. I am Not sure about the level of detail intended on the drawings: for sure there will need to be a CT cabinet at those current levels, perhaps that is just just assumed on the drawings?
