I am trying to get ideas on how to fairly charge the food service dept of our schools for utilities. I'm confident the panels serving the kitchens have other loads besides the kitchens themselves. I'm sure I could pick a number based on calculations for average daily use of equipment etc., but another thought would be to set another dedicated kitchen panel if possible, and install an E-Mon system. Anybody have experience with this?

Check to see if you have local or state regulations on submetering. In some places there are strict regulations to prevent, for example, a mobile home park owner from paying $1,000 for water and collecting $5,000 from the tenants. A quick call to your city, county & state agencies would be the diligent thing to do.

No issues on ability to charge. This application would be for our own food service department to pay for utilities they use. Typically, they're the only entity that generates any revenue, and if they're run well, can more than afford to pay their fair share.
