My client wants sub metering added to his main switchgear . My question is does he have to hire a company to read the meter? I think in NJ the owner can not read his own meter. I'm using a emon submetering system. Also if this is true , what company does this?

101010, I've never heard of a company that reads emons metering ! I know

some areas do not allow sub=metering at all, it has to be done thru the POCO

If it is not a POCO owned meter, I think they will not accept the readings. Most of the customers that I have installed them for do inhouse readings and have in there leases to the tennants that they are billed for power usage thru the landlord. The landlord just pays for POCO bill, and tennants reimburse their usage to the landlord.
