sub panel grounding

I have a job of replacing 4 panels in basement if a apartment building because they have Federal Pacific panels. They have their meters and disconnects outside the buildings. These apartments are over 40 years and high end apartments. Then checking the job I notice there only wires coming in and it was bonded. Back then this must have been ok, but its consider a sub panel now. I plan separating the ground and neutral terminals and the conduit as my ground. But I wondering if the whole is grandfather.

Existing or not, if bonded at exterior disconnects, should not be bonded at interior panels if conduit was used as EGC.?
Existing but non-conforming.

These panels are in closets . 40 years ago I guess it was code .

I stated it was still in the 1968 code but as Don stated, in that thread, it never mentioned the words clothes closet. Even now some people believe the code is not clear and a panel can be in a clothes closet as long as it is not next to combustibles.

So they have a bond outside and ran a white and a ground still to the units?

I am working on a house built in 1967. There have been numerous electrical additions to it. When was it addressed about electrical panel in a closet? Thanks.
