Sub-Panel Grounding

The property I'm working on has a two story building with a business on the first floor and a residence on the second floor. Each floor is being feed with 200A.

The panel box for the residence is on the second floor being fed with a 4 wire. It has a disconnect at the meter. The ground rod for the second floor is also coming off the disconnect location.

The property owner wants a 100A sub-panel fed off the second floor panel. The 100Amps will run to another location on their property to power a couple RV's.

My question is do I need to run a ground rod from the 100A box. I'm feeding the 100A panel with a 4 wire. Do I treat this like I'm feeding a detached garage even though there is no garage. The RV location is outside and I'm using a 100A outdoor box.
