Sub panel in attic?

I was in an attic in TX where Im sure the ambient temperature can reach 140 deg. or more. In this attic they mounted a sub panel. I had to crouch down to work on it as there was only about four feet from the decking to?roof in which the sub panel had been installed. It was nailed to a 2X4 with 2 nails through the 2 left holes in the panel, and it hung out over the 2X4 by 1' 1) How many code sections did this violate? 2) Are panels and breakers suitable to be exposed to such high ambient temperatures?

There is a couple of issues here. First there would have to be some derating factors for the high temperatures. Second, the working clearance you described for a panel was not adequate.
