sub panel in closest

Did a bid walk on home remodel job. The existing home has a 200a panel completely full and a sub panel in upstairs bedroom closet. We are needing some circuits upstairs that we can use but not sure if using an existing sub panel is OK. The circuits will require AFCI breakers and all new outlets to be TR so my question are these if you can help.

1. AFCI in an existing sub panel in closet, would be code if existing.I guess really depends on when house was built and if code was violated at time. ( do you think AHJ will make us move panel ). we are contacting them tomorrow morning.

2. Can i install lighting and outlets on same circuit as long as i dont go pass 120vx15a= 1800va.
2a I can supply a ceiling fan @ 100W 4 LED RECESS cans @ 80w with 9 duplex 15a receptacle. The wattage is for demonstration purposes. ( someone asked if lighting and outlets can be on same circuits I told them yes but didnt really know the requirements to do so ).

3. if we are adding a two or three more circuits for outlets and receptacles would we need to follow 220.16. Sqft isnt being added on moving around of walls.

The thing is they can require the panel to be moved. All they have to say is that it's a hazard.

The best is to ask the AHJ and get it on paper with the person's signature who approves the panel to stay in the closet.

On a second note, you can mix and match lighting and receptacles. You can also interconnect the existing circuits in the panel to open up more space for the AFCI breakers.

I have seen many times there are useless dedicated circuits that can be combined with other circuits.
