sub panel in garage

If a sub-panel is run to a garage from the house, which has 200amp 1 phase 3wire, does the ground wire need to be run with the conductors to the sub panel,(4 conductors) or can a ground electrode be installed at the garage and thus eliminate the ground wire in the pvc? The house is where the service entrance is and the conductors are buried in pvc to the garage. The neutral is isolated at the sub panel also.

There is not enough information to give you the absolute correct answer.

It might be possible to run 3-wires.
It depends on weather or not there are any other metallic paths between the two structures.
(If this is a detached garage).

Either way (if this is detached) you will need ground rod(s).

So,
Question #1:
Is this a detached garage?

Question #2:
Is there any metallic pathway between the 2(if it is detached)?
