Provided the depth and width space requirements are met, can a sub panel fed from a house loadcenter be installed in a detached outbuilding mechanical room that also has a sink base and toilet?

It's a feed that runs from the house load center, underground to the building, then under the building slab and comes up in the room in the center of the building.

I've made similar installs in past years with never an issue.

This job I get the following from the AHJ.

-Disconnect is required on the outbuilding exterior.(They aren't service conductors)
-Load center can't be in the room with a toilet and sink.(It's not a dwelling unit)

Don't have my code book in front of me.

Does it say "dwelling unit" bathroom or residential bathroom.

225.30
Where a branch circuit or feeder originates in these additional buildings or other structures, only one feeder or branch circuit shall be permitted to supply power back to the original building or structure, unless permitted in 225.30(A) through (E).

Disconnect - 225.32 in or out = if in, nearest the point of entrance and readily accessible.
Nearest the point of entrance "of the conductors"

Wouldn't that mean where they emerge out of the floor in the mechanical room?

I'm not trying to split hairs, just want to know what's code compliant.

Thank!
