I had a old ranch house ,residents were getting shocked in shower and kitchen sink. Found a switch leg in bed room shorted . the whole house is wired in MC cable no ground anywhere someone sometime installed 12/2 romex cut off gnd. I also had 108v between gas water heater and gas line to propane tank outside. cannot get to attic or any wiring except the sub panel, Question would putting the entire sub-panel on GFIC be the best route here to best help this family.

Right here.
What do mean by "...the best route here to best help this family"? Sounds like you solved the problem already. If you're looking to enhance the safety of the installation into the future, GFCI protecting the sub would certainly help. I suspect very much, however, that the GFCI(s) will either immediately trip or trip often with the vintage wiring you describe. I really hate to sound like a broken record, but you really should megger out this wiring if you're looking for some sort of clearance testing to confirm that all possible issues are indeed solved.

May cause more problems. Any ground fault, and everything goes down.

If you're going a subpanel route, I'd suggest individual GFI breakers instead of a GFI feeder.

yes the problem is solved but may come back the gas line is my big concern can't find any place where they are even close to each other, thought about indivdual gfic don't know which would best serve the situation. I do 99.99% comercial work, this is why I rely here for advice thanks

The record is skipping, but if I hear things correctly I need a megger. I wanna get one but I'm afraid of turning into a zealot.

It's a real problem House was replumbed all gas lines seem to come in to house from outside walls, all wiring is in the attic, I traced down all the gas lines no luck. rewire is not a option farmer or residents can't or won't spend the money, the distruction of old ranch would be quite massive. I think Ill go with 1P breakers in sub panel, maybe try a main breaker(gfic)feeding the sub panel also see what happens thanks kirkbro.

It sounds like you could be missing a neutral to ground bond in combination with a bad neutral to neutral connection ahead of the sub panel. If you're that lucky, it should be an easy fix. I would definitely make sure it's fixed asap. I know it's been a couple of weeks since your last post so this information may not be of any use, but could you post back to let us know what happened.
