I'm feeding a 60amp sub panel from a seperate buindings panel. this is for a temporay work trailer. Am I still to carry the grounding conductor with the service conductors and also drive a ground rod at the trailer??

Yes you will need 4 conductors but these are not service conductors. They are feeders and you still need to drive the ground rods, etc
