Only if that sub panel is at a separate structure then you either need a main disconnect or the 6 handle rule.

Only if that sub panel is at a separate structure then you either need a main disconnect or . . . .

But even then the disconnect does not have to be within the panel itself. You can use an MLO panelboard, and have a "nearby," upstream, enclosed disconnect switch.
