Same aspect as the dummy that insisted smoke alarms need to be on afci circuits because its part of the bedroom wall/ceiling circuit. Seriously, who plugs and unplugs a smoke alarm 10x a day?

We need more information to know if it's "maxed out". There's nothing in the NEC to prevent you from running a 200A feeder off of a 200A panel. You should check what max allowed branch breaker is per the panel specs.I have a 200 amp service ( residential) going to a 125 amp sub panel. That subpanel feeds another 125amp panel am I already maxed out?

Do what the others say and do load calcs for the subpanel, main panel & service. That's the only way forward.
