Covered photo cell to power up the lights. Not all the lights come on but my meter reads enough power to power them. Changed out the light for a new light and still doesn’t come on. Any suggestions?

How are you measuring voltage at the lights that are not working? What kind of light fixture is it that you are checking out?

First you said "lights" and now you say "light"

How many lights are there?
How many lights do not work?
Are there multiple circuits involved?
How long is your circuit?

I gotta say, nobody can help you without more info
