Walking through a parking lot to get to a clients office, spotted this. Its been there for a while, not exactly temporary if it was there all winter. Don't know what this was for, but, my NCV tester sad "beep, beep."

Oh, is that fence metal? Umm yea.

In the distance on pic #3 there is a second "sub panel." Along that fence, parking!!! I guess the plow guys were careful enough not to hit the fence ergo the cable.
 
Total guess but it looks to me like a temporary that has become permanent.

Perhaps a party was held in the parking lot?

Michigan parking lots are full of this kind of stuff. Lots of cars and trucks, particularly those with diesel engines, have block heaters in them; all needing handy places to plug them in. Many vehicles have 50 or 100 foot extension cords in the trunk, right next to the jumper cables.

Considering the OP's location, I suspect he has the same issues there.
 
Well that is possible, in this location the parking lot is for an office park, no truck parking.

Also this is MA, not a lot (I have seen some) actually use their block heater.

Funny you say that.

The outlets were fed via RMC. Pretty beefy for a "temporary install. I guess we will never know anyway
