Submersible Disconnect

I have a situation where a water well rises in a flood plain. It will have a 40Hp 480V 3P submersible pump motor. There is 500 feet from the well head to the starter/controller. Normally a disconnect would be installed at the well head to comply with 430.102(B) however a NEMA 6/6P enclosure would be required due to annual flooding. I have a lockable disconnect at the controller but out of sight of the well head. Does this qualify for an exception under 430.102(B)(a) and FPN#1?

How could a disconnect ever be intalled that would be "in sight from the motor location"?
