Submersible enclosure for electric service equipment

Hi everyone. Does anyone know of a manufacturer that makes a submersible enclosure that will accommodate service equipment( meter can and disconnect). Here in Florida keys the county building official will allow us to install the electric service below flood if we install it in a submersible box. At one time we were able to get a box but our supplier has found out they are no longer available in this country. Any help or ideas is greatly appreciated.

The problem is a minimum 30"x36" platform would need to be built with code compliant stairs, also the property setbacks in some cases won't allow them.
in some instances the bottom of the equipment needs to be 8 or more feet above grade. Poco requires the center of the meter no higher then 6' above grade. The county flood manager, since Irma is requiring electric service upgrades to meet the height requirements which puts us in a crappy situation. Looking for a cost affective way to make everybody happy

I think there is no way to do that. The best solution I can think of is to allow someone to build anything they want as long as they can afford the insurance to cover the clean up. That's what we do here when somebody wants to build a mountain cabin at the bottom of an avalanche chute.

What was the name of the manufacture that used to make the type of service enclosure you used to be able to buy?
