Submersible Well Pump Shock At The Faucet In The Well House Only

I recently installed a new start capacitor in the wells control box (just FYI). This week when I attempted to use the faucet inside the well house I received a substantial shock from the knob. This faucet is attached to PVC piping which runes from the well head to the house. It appears to be almost the full circuit's voltage, although I assume at a much lower amperage. I survived it, obviously. I rechecked all the connections in the QD Control Box and the breaker panel. All seems tight and the way it's been for six years.

Have I rubbed a wire downhole and energized the water? My water is extremely hard. The TDS is about 1300 with lots of calcium, etc. The next faucet about 20 feet away did not do this. Learned Opinions?

This faucet seems isolated from the wiring, since it is installed onto PVC.
