Can you use a feed through panel in a residential setting to feed power to a subpanel?

A sub panel does not need a main breaker to serve as a disconnect (unless you get into separate structures). Keep in mind 408.36 if feeding a panel from feed thru lugs (and of course the ampacity of the fed thru conductors unless you are using a tap rule).

The fact residential was mentioned doesn't really change any rules here either. You may or may not be able to apply 310.15(B)(7) to select conductor size and that is about all that might change for residential application.
