subpanel in garage

i installed a sub panel in a residential garage. a 30a. the inspectoe says i need to run 4 wire and a ground rod. it is fed from the house. On a sim ilar installation in another town the inspector said i need only 3wire. which inspector is correct

Basically their both right. You can run a 3 wire if there is no metallic paths between the garage and house. 2 ground rods are required in both cases(If more than 1 branch circuit,you said 30A service I assume 2 circuits.)

If a 3 wire supply is used, the bonding jumper MUST be installed at the second building.
