Subpanel location

Two things: first, the inspector claims a subpanel cannot be located on a wall in the garage underneath the door rails (7'). Has anyone heard of this?
Second, he also says the entire home must meet 2014 code due to the fact the building was moved to this lot from another location. However, that happened 54 years ago!
We are just renovating the bath and kitchen.

1. NEC 110.26(E)(1)(a) Dedicated Equipment Space

Dedicated Electrical Space. The space equal to the
width and depth of the equipment and extending from the
floor to a height of 1.8 m (6 ft) above the equipment or to
the structural ceiling, whichever is lower, shall be dedicated
to the electrical installation. No piping, ducts, leak protection
apparatus, or other equipment foreign to the electrical
installation shall be located in this zone.
 
Note that the dedicated space is only directly above the panel.
If the door rails are in front of the panel there is no violation.
If this is a surface mounted panel could converting to flush mount remove the conflict?
2 definitely does not make sense to me unless the construction was in violation of the code in the new location when it was moved 56 years ago.
 
Thanks for confirming my argument with him. The rail is 1-1/2' out from the wall. He has yet to cite the code

The other concern is working space to the front, but I think the rail is high enough to clear that. Check it though, I don't have code here.
 
You need to meet both of these types of clearances, from the NECH:

Why does the dedicated electrical space show a dimension of 6 feet or less from the top of the panelboard to the structure above? What if the structure was 18 feet above the floor?
