Okie dokie, the building code never allowed a panel to be installed in the garage common wall. However, (there's always a however in life), many jurisdictions did. Including the one I used to inspect for.
That said, if you're removing and replacing a panel in the same location, I would hope you're jurisdiction would permit the change out.
