Subpanel Size

This is not a question that I should be asking but I get different answers.
400 amp main - commercial building.
6 qty sub panels - 100amp off 100 amp breakers

Can one panel be swapped for a 200 amp subpanel if still off a 100 amp breaker? They added to the building and added a panel and I'd like to remove an existing panel that only has a couple circuits on it.
 
There's no problem feeding a 200 amp subpanel with a 100 amp breaker. The subpanel is still limited to 100 amps so I'm not sure what you are gaining unless the 200 amp panel has more spaces.
 
We are taking over after someone else and trying to reverse engineer his plan. I just don't want the inspector to say we can't have 700 amps of subpanels off a 400 amp main panel. Not sure if they can complain about that but for some reason they are not playing very nice with this customer.

Think about it, in most schools, hospitals, malls, etc.... the downstream panels and OCPD's total way more than the main rating.

If it's a 400 amp service using 6 ea. 100 amp breakers as the over current protection then the calculated load needs to be 400 amps or less.

Just like almost every breaker panel where the branch breakers greatly exceed the main.
