Substation Fence Grounding

We just installed a new fence surrounding our new dc traction power substation. We are grounding the fence, but there is a neighboring fence that is less than six feet away from ours. Should we ground just the part of the fence that is less than six feet away from ours or do we have to ground all of the neighboring fence, which surrounds some one else property?
 
Is this an 'open-air' substation with medium to high voltage lines or, is it just a security fence around enclosed equipment?
