Can electrical room with sub-station (15kV primary/480V secondary), panels and fire riser room be combined into one room?

Is the fire riser for the fire alarm panel or the sprinkler system?

I've never seen anything that prohibits that, except that NYC doesn't want sprinklers in electrical rooms, but I don't know if that would extend to the sprinkler riser itself.
