is there a requirement to paint the floors of substations to keep dust and dirt down plus help in cleaning of area

When you speak of a sub-station, do you refer to a unit-substation type electrical vault, or a utility substation?

While I am at a loss to quote a regulation, it is my opinion, based upon our standard practice for our unit sub-station vault maintenance, that the concrete floor should be sealed with a durable, non-skid surface finish. this should also assist in keeping moisture migration into the room, for those slab-on-grade situations.
We had a new 5kV main line-up contaminated by concrete dust created by some construction within the vault, even though the contractor fitted vent openings with filter media.

If there will be physical switching done by electrical personnel, I would suggest insulating matting of sufficient width and rated for the voltage of your system. We actually pressure wash our mats every year and apply a protectant from the matting manufacturer. Of course, all the electrical mechanics involved should have PPE and training compliant or exceeding the requirements of NFPA 70E.

There may be requirements from other sources, but there are no related requirements in the NEC. Lack of painting and cleaning do not present immediate safety concerns, and the NEC is only concerned with safety. In several places, it does have requirements along the lines of ?Electrical equipment shall be installed in a neat and workmanlike manner.? But this could not be invoked by an Inspector as the basis for requiring paint. I like flightline?s recommendations, but if you want a code requirement, you?ll have to look elsewhere.
