Substation flooring

I wanna ask about the substation flooring which contains medium and low voltage switchgear.
Is a must be anti-static flooring such as epoxy or vinyl ) ?
Any recommendations from NEC or IEEE or IEC ?

Just as a minimum building requirement. Not because of the cables as far as I’m aware.
ours are epoxy painted to seal the concrete.
Vinyl can be a static generator and cause aggravating static shocks
NFPA 101 life safety.
NFPA 77

nfpa 101 and nfpa 77 don't say directly that the flooring should or as minimum may anti-static. it ensures that flooring should solid (concrete or steel ) to withstand the dynamic and static loads only
i wanna to know which code preferring the anti-static flooring for switch gear room
