I pass this facility often, and have noticed that on one of the incoming transmission lines, two of the three conductors have what looks (from the highway) like a huge air-core coil..........only two, not all three.

Can someone provide an explanation ?

Picture attached, you can see the coils just to the right of center.

Google "wave trap"
It's meant to filter out the high frequency power line carrier communications. The signal dissipates quickly when it goes through the windings of a substation transformer.
 
Would that communications also be the reason I see coils of what looks like coaxial cable on transmission line towers every 1/4 mile or so, about 40 ft off the ground ?

Never realized it could be that
