Summer vs Winter Demand

I am working on multifamily dwelling that has house loads. I am try to find a way to reduce some of the demand loading on my house panel. Is it possible to look at the summer and winter loads and take some diversity of the type of load.

I thought the NEC had an section where I could take the largest of the two loads and ignore the other.
