in the state of ohio, is it a requirement in the 2008 code for a sump pump in an unfinished basement to be gfci protected if it is a homerun and the panel is within line of sight??

Welcome to the forum.:)

I can't speak to any amendments that Ohio might have for the 2008 NEC, but going strictly from the 2008 a cord and plug connected sump pump in an unfinished basement would be required to be GFCI protected. Take a look at 210.8(A)(5).

Here in NJ they've kept the exception that was part of the 2005 GFCI requirement so GFCi protection is not required. If you're worried about the GFCI you could use a 240 volt pump without GFCI protection.
