Sump pumps below panel?

Can anyone tell me if there are any code requirements not allowing a panel to be installed above 2 sump pumps that have covers over them. I couldn't find anything in the code, but I have a feeling it may be a violation.

I am going to stick my neck out and say I don't see a violation as long as the covers are suitable for a person working on the panels to stand on and are fitted flush with the floor so as not to intrude into the step back space in front of the panel. The sump pump water lines may not intrude into the required step back space nor into the space immediately below the panel as that is dedicated to electrical equipment that connects to that panels cabinet.

Will there be a violation of 110.26(A) Working Space and/or 110.26(F) Dedicated Equipment Space? Are the sump pumps entirely below floor level? Do the covers and the floor around them provide an adequate working platform? Even so, will piping to the pumps interfere with the working space and/or dedicated equipment space?

The sump pumps are completely flush with the basement floor--at the highest point--the covers. Looking at the wall I will be mounting the panel to, I can shift to one side with enough room to maintain my 30" width clearance. There will be a pvc line from each pump, but it will not interfere with my required workspace because I will actually be above only one of the sump pumps partially. I am just afraid that somewhere there is a minimum distance restriction, but I cannot find it. To move the panel to another location would dissatisfy the customer, and to leave it where it is above the sump pumps could be a costly mistake.
Also, to move the panel down the wall further from the pumps, I will compromise my max distance from the meter.

Think of the working space as a 6' 6" high refrigerator box. It should be 3 ft deep and 30 inches wide. When you place it in front of the electric panel, you should not be able to see the panel from anywhere in front of the panel. the box will keep all offending pipes and so forth out of the area. The cover of the sump pump should be bolted to the floor and be capable of supporting say 300 lbs.
