Probably could use a few straps here and there, but it's mostly legal. Ugly, to say the least. I've got a real Jim-Dandy strip mall picture to dig up...

I'll take 'too many to list' for a $1000

But I am pretty sure at least one person has a 4" hot box, that PVC was heated to 'spaghetti' texture and hung in place.

I see lots of support issues but my most pressing question is on the middle service meter it feeds from above then goes back up the pole. Where does it go??

you may not be able to tell by the picture but the conduit running horizontal is PVC and changes to smurf, the S.E. risers jacket is mostly gone, there are no centrally located mains...

According to the first pic you just ram it in to the bell end of a stick of sch 40 and call it good.
I think all ENT is rated to be glued into RNC fittings, if I'm not mistaken. I know for sure that 1/2 and 3/4 is.

For sure the 2'' gray is glue and go. Is the smurf rated for use with the gray glue ?

They gray "smurf tube" looks like P&C flex which is similar to ENT but not UL listed. We can only use it here for POCO stuff.
