Supanel Replacement on Garage firewall

The existing Subpanel is on a firewall in a residential garage. How does the fireblocking need to be done on something like this?
 
It is anecdotal , but our building inspector states the IRC does not actually classify that as a "firewall" (as opposed to a fire separation wall) and the panel is allowed.
Hopefully some of the folks here with building code knowledge will chime in.

Is it really a firewall? The minimum would be double sheet rock at least 1/2" per sheet with staggered joints, fully mudded, on both sides of the stud.

Is the existing panel on or in the wall? There is a square inch limit on normal penetrations into (not through) a true firewall. If the panel is to be recessed, fire putty pads may need to be used.

You asked this question a week ago. Unless something has changed, I stand by the answer I gave you.
If you have to provide fire blocking, I hope you have a 6" wall instead of a 4" wall.
