Curious others thoughts who've been on very big jobs.

If you had a project that would have an average of about 15-17 electricians and consisted of ONLY lighting and power/mechanical. Renovation existing 8 story building. Footprint about about 200'x150' each floor.

1. 60% large feeders(EM and norm) and distribution equipment
2. 20% MI cable
3. 20% fit-out

I would obviously have a dedicated non working general foreman and another layout guy( thanks inf) for a little while but would there be a need for a sub foreman either working or non working. I have heard of some very large jobs( depending on number of men) having several sub foreman. This job may peak at 25' electrician at high point.
 
You need a foreman for every 7 to 10 guys, and an overall general foreman. The complexity of the job will determine if the foremen are non-working. Of course any labor agreement could change that.
