Supplemental ground conductors

I have a CT cabinet where my main service disconnect is located. The main bonding jumper is a strap that bonds the neutral to the enclosure, there is no direct connection between the neutral bar & ground bar

My question is - since I only have one available neutral terminal to terminate my water service GEC, can I terminate my supplemental ground rod & building steel bonding conductors to the CT enclosure instead of directly to the service neutral?

NEC 250.53(D)(2), and 250.104(A)(1) seem to support this since this is a service equipment enclosure. I’m just more accustomed to going straight to the service neutral.
 
Would you see this also being applicable in a residential load center with MCB? If I had my Ufer, and water service GEC running directly to my service panel, the Ufer could terminate at the separate EGC bar?
They'd both need bonded to the nuetral not using just the connection to the can. If it was a separate structure from the service like an H frame then the uffer would go on the EGC bar and the ground and nuetral would be separate.

My personal preference would be to terminate them both at the neutral bar too.
BUT, if we’re talking about a panel where the main service disconnect is located, couldn’t the Ufer be seen as a supplementary electrode to the water pipe and be permitted to terminate to the separate EGC bar per NEC 250.53(D)(2)?

Separate structure I believe it would have to be terminated to the EGC bar and not the nuetral.
