Supply side transocket grounding bonding

I have a 400 amp transocket fed from utility. Transformer 208/120 . This feeds a 400 amp disconnect Is the neutral isolated or bonded to transocket can? In addition
Do I ground can or bond / ground
All in disconnect as its first device.

What is a transocket ? Looks like a meter/main.

In everything up to, and including the main disco/OCD enclosure, everything is bonded to the (may be be bare) neutral. The main is also where the GECs land on the neutral, and where the premises EG system starts.

Past that, everything is isolated from the (must now be insulated) neutral.

I had never heard that term either. Looks like it is a CT cabinet with integral meter socket?
 
Transockets, meter cans, CT cans, etc are treated like any other metallic enclosure on the line side of the service disconnect and must be bonded in a manner compliant with 250.92.
