supporting lighting fixtures

I was told at work today that a 4ft fixture surfaced mounted to a wall is not

allowed to be supported by toggle bolts, it must be fastened to a structural

support like a wall stud. The same for a light fixture surfaced mounted on a

sheetrock ceiling. Has anyone else heard of this requirement? I have looked in

the NEC and have to been able to find anything.

Why, it really sounds so AHJ' ish. ? Is there a strutural compliance issue?
Does this kick into some building code issue, sounds so bogus!
Theres non-rated ceiling tiles, rated tiles and theres rated walls.
Is something amiss?
 
Ok put it this way if you can put a device in a wall,(rated or not) why would it matter if the device is now on the wall ? ...

Unless the manufacturer's installation instructions specifically require this method of mounting, or unless there is a local law to this effect (which I seriously doubt), then you're just being tweeked around by some rogue "AHJ" who is perhaps applying his own preferences as though they had the face of law. Have the AHJ show you the text that supports this rule.
 
When we were roughing in a building we did last summer i was told that it was in the NEC. My foremen told me this but he was not able to tell me where exactly in the NEC. I am doing work in kodiak alaska and I not sure of any local codes that require this. But we agree that it is not in the NEC?

Doesn't sound like a weight issue, then. I know some of the vandal proof fixtures can get downright heavy, but not a strip light. My next guess is some sort of fire rated assembly issue, but that a total guess.
