Does the NEC state that double strut must be used when wire is a certain size or larger? Whenever I had a doubt on whether my rack was strong enough to support conduit and wire I would put my supports closer together and still use single strut instead of double.

No the NEC does not tell us the method to support pipes, just that they must be securely supported at the distances required for each type of raceway.

Look at section .30 of any of the raceway articles.

You can get the load ratings of strut from the manufacturer, they will tell you the distance between supports for a given load.
