Surface flourescents and conduit

Have a commercial renovation of wood structure with all sheet rock ceilings. Mounting surface fluorescent lighting with conduit between fixtures in the same row.
This is my question:
Have some with only 3' pieces of conduit between- Does this conduit need a strap?

Yes.... Conduit must be strapped within 3 feet of every box....

Under the 08 you could get away with an 18" unsupported conduit. See 3XX.30(C).
