Surface mount panel, 2" riser for NM runs

I seem to remember provisions in the code that allowed a surface mounted panelboard to have a pvc riser nipple coming out of the top to chase nm cable down into the panel if the cables were secured within 12" of entering the nipple. I think there were limits on the overall length the nipple could be and total fill of the nipple. Are there any allowance for this type of installation still in the code, currently under 2008.

Take a look at the exception to 312.5(C). (that is from the 2011, but I don't think it was any different in the 2008)
