When looking at drawings and you see devices( fire alarm in this instance) mounted on CMU block wall(new wall) how do you guys tell if the devices should be chopped in and conduit run within block or device and conduit surface mounted?
 
Most that I have seen were box and pipe in wall, unless in a mechanical room of some type, or if surface mount was only option.
Depending on brand of system, an A/V could mount on single gang mud ring, or need deep box and extension ring.
 
Being that I do the design work for plans... the engineer should have noted how to mount them either on the drawings or in the specs. If you can't find the information, contact the architect, or if you're friendly with the engineer try them.
 
We ususally find that info in the spec. Last job we did required recessed conduit and boxes in any areas accessible to the public within the building. So called back of house areas were surface mounted.

^^^^What he said. If the (new) CMU is in a public space, bury the box and pipe. In a mechanical or electrical space it's usually on the surface. However, specs and plans über alles, code permitting. If the engineer really did his job, there should be a detail sheet or two with mounting details for all the devices in their various configurations.
