Surface mounted conduit and receptacles in stairwells

Can a surface mounted conduit and receptacle be placed in stairwells? I am an owner's rep. The contractor had conduit embedded in the walls of the stairwell, but the conduit is blocked.

We always run exposed surface mounted fire alarm and stairwell lighting conduits in the stairwell.
 
That stinks... I always insert something in the conduit when mason are around it. There should be no issue with the conduit run on the surface other than the looks of it. It can't stick out more than the handrail so I an't imagine it is a clearance issue
 
I remember this happening to me in the early 70's as a helper (mortar in the conduit). I was pissed. The GC said "calm down young man, go work on something else and come back in a couple of hours". He poured white distilled vinegar in the conduit and let it sit. A fishtape was able to knock the blockage out of the conduit. Pretty slick.

I used this on old gas station conduits with a lot of success (vinegar overnight).
 
white distilled vinegar. I'm going to remember that. It only happen to me one time but I was able to drill it out.
