Surface raceway mounted on movable handrails

I have client who wants to install surface raceways with receptacles on 34" centers on handrails. The surface raceway outlets are to power cord and plug lights mounted on the hand rails as well. Surface raceways on separate handrail sections would be connected by a cord or MC cable with NEMA male and female plugs on them.

The client says the handrails are very heavy and hard to move and are "held on the floor" by pins (not bolts). The pins are only on one side of the handrail bases and restrict movement on one direction, but people can still push on the rails and tilt them against the pins, or push them on the opposite direction from the pins.

This is basically a permanent electrical installation on movable handrails. Is there an NEC section prohibiting this?

It sounds like you want three or four receptacles on each barrier, with a plug on one end and a socket on the other, effectively making each one a tapped extension cord.

I think it sounds okay. Are these metal railings or solid like Jersey-walls?

I would use twist-locks, and a separate cord for supplying it from the source. The main decisions are whether to use conduit or rubber cord and what type of boxes.
